Profile:
Public Health specialist with more than 30 years of experience of which the last 16 were spent at the World Health Organization, Regional Office for Africa. Specific areas of experience include communicable disease prevention, control and elimination; epidemic preparedness and response; programme planning, management, monitoring and evaluation; WHO procedures; health systems strengthening.

Representation and communication
I participated in several meetings and discussions with delegations of WHO Member States of the WHO African Region. I conducted negotiations with WHO/AFRO partners for resource mobilisation.

Realisations

  • As a WHO Regional Adviser, I organized implementation of WHO interventions in disease surveillance and epidemic response during six years (2000-2005).
  • As the Director of Programme Management, I coordinated the preparation and organization of several Sessions of the Regional Committee for Africa in 2005, 2006, 2007, 2008, 2009, and 2010. I contributed to the reorganization of WHO Regional Office and the implementation of the cooperation programme of the World Health Organization with 46 countries in Africa from 2005-2010. I contributed to the formulation of several regional WHO strategic and guideline documents subsequently adopted by Member States. I contributed significantly to the formulation and evaluation of WHO Secretariat work plans for six consecutive biennial periods (2000-2001, 2002-2003, 2004-2005, 2006-2007, 2008-2009, 2010-2011).
  • From April 2011 to December 2012 as the Director of the African Programme for Onchocerciasis Control I directed WHO and partner support to 20 African countries where onchocerciasis is still endemic and constitutes a public health problem. Recent evaluations have shown that the disease has been eliminated where interventions have been sustained over time.
  • From May 2013 to date I have been the Senior Monitoring and Evaluation Advisor for Tulane University School of Public Health research agenda related to the evaluation of the Accès aux Soins de Santé Primaires project (ASSP) in the DRC.

Responsibilities: Assist in the development of an operation research and impact evaluation research agenda for projects, with strong emphasis on assessing health financing and community engagement strategies using both quantitative and qualitative research methods. Assist in preparing work plans, budgets, progress reports to sponsors, and scopes of works for consultants. Oversee and coordinate the implementation of a baseline and endline probability 2-stage household surveys. Assist, where necessary, in the preparation of materials for ethical review of study materials at the Biomedical Institutional Review Board (IRB) at Tulane University and the counterpart ethical review body of the Kinshasa School of Public Health. Provide assistance with the development of training materials and facilitate the training of data collection personnel where necessary.
